Celebrating Heritage SPD

The purpose of this Supplementary Planning Document (SPD) is to provide guidance on how development should consider heritage assets and how it might incorporate consideration of the character of the City of London as a place into the planning and design of new development proposals, thus building on the principles of City Plan 2040 strategic policy S11.

Air Quality SPD

The City Plan 2040 supports the aims of the Air Quality Strategy, principally through Policy HL2: Air Quality and Policy HL9: Health Impact Assessment. This Supplementary Planning Document (SPD) has been produced to provide guidance on how development should be designed to comply with these policies.

Offices SPD

Chapter four of CP2040 – ‘Offices – includes a suite of policies designed to support the provision of high quality office floorspace in the Square Mile to support a diverse range of occupiers. Policy S4 aims for an increase of the City’s office floorspace by a minimum of 1.2 million sqm NIA over the period of 2021 to 2040. This SPD assists in the implementation of this chapter by protecting strategically important office accommodation. Please leave your comments throughout the SPD.

About

The City Corporation has been progressing work on a series of new and updated Supplementary Planning Documents to support the implementation of the City Plan 2040. To aid in the development of SPDs it has conducted extensive fact-finding and research, commissioned new evidence and conducted pre-engagement in Autumn 2025. The SPDs are an update to the Planning Obligations SPD, and new SPDs covering Offices, Air Quality and Celebrating Heritage.

On 13 March, the SPDs was approved for consultation at Planning and Transportation Committee. The Regulation 12 and 13 consultation is open from 16 March to 15 April.
